The Chair of the Council is Dr Clare Highton.

Clare has lived and worked in Hackney since 1980. She is a GP partner at Lower Clapton Group practice, with a particular interest in diabetes. She became involved in developing a diabetes guideline in 1990 and then in the Hackney GP Forum, locality commissioning group, PCG and was joint chair of City & Hackney PCT's PEC from 2001 to 2005. Clare says "I am delighted to be chairing ELIC which I hope will really support excellent local NHS primary care and good practice based commissioning, and develop as a social enterprise with a public membership"

Paul Haigh is Executive Director and attends all Council meetings.

Paul has over 25 years NHS managerial experience, and has worked in London since the early 90s. He has experience of both PCG and PCT CEO and has led the creation of ELIC
